I can't create a new budget

Either the free budgets are used up, the subscription has lapsed, or you are a member rather than an admin.

You have used your three free budgets: subscribe in Settings & billing to create more. The three you have stay editable.
The subscription has ended: the owner renews to create and edit budgets again.
You are a member: only admins and the owner create and import budgets. Ask an admin to create it, or to make you an admin.
