A budget's currency can be changed until amounts are entered. After that it is fixed: switching would change what every figure means without converting them.
To show totals in a second currency, use Currency conversion in Settings. To move a budget to another currency for good, create a new budget in that currency and use Save as Template (without rates) to bring the structure across.
