Budget statuses

A budget moves through Draft → Bid → Awarded → Working → Final.

• Draft, Bid and Awarded are before the lock. Change between them freely from the status in the budget bar.
• Locking the bid moves the budget to Working.
• Final creates a protected Final actual snapshot, for when the job is wrapped and reconciled.

Archiving is separate from status: it hides a budget from the main list and makes it read-only.
