Budget roles: owner, editor, section editor, viewer

• Owner: everything, including sharing, locking and unlocking the bid, and archiving. Workspace owners and admins act as owner on every budget in the workspace.
• Editor: full editing of the budget, its logs and its POs.
• Section editor: edits only the sections they were given, and can raise POs against them. The rest of the budget is view only.
• Viewer: sees everything, changes nothing.
